In the time that Paul wrote this, going to jail or suffering for the sake of the gospel was closely connected to pastoral ministry. Paul encourages Timothy to not hide or become timid by playing it safe and politically correct all the time, but rather to go forward and preach more. If you’re a Christian, be a Christian. It is the convenient route that is often the most powerless. Do not disassociate yourself from the family of God, but allow the power of God to help you to be an active participant in sharing His good news.
